There is no jelly under the cream blockers so no need to worry too much about clearing them except to give you more space to work and make combos and colour bombs.
The fish will clear a lot of jelly for you but not all the difficult bits so you will need some combos and colour bombs to clear it all.
The level has changed and here is a new video which hopefully will help you to clear the level. The video starts with more moves but it is completed without boosters in 23 moves.

You only have 20 moves to clear the jelly on level 1035, so you can't afford to waste moves.
From the first move you will have keys falling from the top of the board, match these straight away to open the locks and allow you to clear the jelly.
The mystery candies can be helpful or not, depending on luck, and will determine whether you pass or fail. If lots of the mystery candies turn into blockers and chocolate you may struggle to pass, but if they are good to you it shouldn't be too difficult.
The hardest jellies to clear on level 1040 are the sticking out bits down each side.
Take any opportunity to clear these tricky jellies using stripes or colour bombs, or any combo.
Once you clear some of the cream blockers you should be able to make good combos, but the space in the middle of the board is a bit of a hindrance so you will have to look carefully to find the patterns you need and don't waste moves as you don't have many.
The chameleon candies change between 2 colours so by watching them for a couple of moves you can plan ahead to make your specials and combos.
